The University of San Jose-Recoletos (USJ-R), through the Center for Policy, Research, and Development Studies (CPRDS), presented the results of the Citizen Satisfaction Index System (CSIS) Report for Mandaue City to representatives of the Department of the Interior and Local Government (DILG) and the Local Government Unit (LGU) of Mandaue City.
Since 2014, USJ-R has served as a long-standing Local Resource Institute (LRI) partner of the DILG in implementing the CSIS, a governance and performance-measurement tool that gathers structured public feedback on local government service delivery.
Through the CSIS, the DILG Region 7 (DILG-7) helps local government units better understand citizens’ experiences, assess satisfaction with public services, and identify areas for improvement. The data gathered through the system provides valuable insights that can support evidence-based decision-making and more responsive governance.
During the presentation, Mandaue City Mayor Thadeo Jovito M. Ouano was represented by his Executive Secretary Atty. Riczen Gingoyon, recognized the researchers from USJ-R who contributed to the conduct of the study and the preparation of the CSIS report.
Representing USJ-R CPRDS were Public Affairs and International Relations (PAIR) office Assistant Director and LRI Field supervisor Englevert Reyes and USJ – R Faculty Research Program coordinator and LRI Project Manager Randy Salazar.
Reyes emphasized that as an academic institution, research should not remain within the pages of a report, a presentation, or a database. Its real value is realized when evidence helps people make better decisions, improve institutions, and ultimately improve lives.
The collaboration between USJ-R, DILG-7, and the LGU of Mandaue City reflects the importance of citizen participation in strengthening local governance. By listening to citizens and translating their experiences into actionable insights, local governments can continue to improve the quality, accessibility, and responsiveness of public services.
